"Mother" Margine Mims
Founder, Honorary Chair & Women of Purpose Committee Chair
Affectionately known throughout the community as "Mother" Margine Mims, she is the visionary founder of Morris County Collaborative (MCC) and continues to serve the organization as its Honorary Chair and Chair of the Women of Purpose Committee. A lifelong advocate for service and community empowerment, Mother Mims has dedicated decades to improving the quality of life for individuals and families across Morris County, Texas.
Inspired by the belief that meaningful change begins with listening to the voices of the community, Mother Mims brought together residents, faith leaders, educators, healthcare professionals, businesses, and local organizations to create what would become Morris County Collaborative. Her leadership was instrumental in securing the organization's founding support and establishing a community-driven model focused on collaboration, equity, and opportunity.
As Chair of the Women of Purpose Committee, Mother Mims leads initiatives that encourage women to embrace their leadership, strengthen their families, serve their communities, and inspire future generations. Through mentorship, outreach, and faith-centered encouragement, she continues to empower women to become catalysts for positive change throughout Morris County.
Mother Mims' vision remains the foundation of Morris County Collaborative's work, which is centered on the Four Pillars of Health—Physical, Mental & Emotional, Financial, and Societal Well-Being. Her unwavering commitment to servant leadership, compassion, and collaboration continues to inspire the organization's programs, partnerships, and mission to create healthier, stronger communities.
Known for her wisdom, faith, and genuine love for people, Mother Mims has earned the respect of countless residents whose lives have been touched by her leadership. Her legacy is reflected not only in the organization she founded but also in the many leaders she has inspired to serve alongside her.

David Mims
Board President, Morris County Collaborative
David Mims serves as the Board President of the Morris County Collaborative, where he is leading the organization’s efforts to build a healthier, stronger, and more connected Morris County. Guided by the belief that lasting community transformation begins with investing in people, David is committed to creating sustainable partnerships that improve the quality of life for every resident.
Under his leadership, the Morris County Collaborative is built on four foundational pillars of health: mental and emotional wellness, physical health, financial stability, and social connection. Through collaboration with local government, businesses, schools, healthcare providers, faith-based organizations, nonprofits, and community volunteers, David is helping establish an organization that serves as a catalyst for collective impact throughout the county.
David believes that the greatest solutions emerge when communities work together. His leadership philosophy centers on listening to the community, identifying opportunities for collaboration, and developing initiatives that create measurable, long-term change. By bringing diverse partners to the same table, he is helping build a framework where resources are shared, barriers are reduced, and every individual has greater access to opportunities that support lifelong well-being.
As Board President, David is focused on laying a strong organizational foundation rooted in transparency, accountability, innovation, and service. His vision is to ensure the Morris County Collaborative becomes a trusted community partner—one that not only responds to today’s challenges but also helps shape a healthier and more resilient future for generations to come.
David’s commitment extends beyond organizational leadership. He is passionate about empowering people, strengthening families, and fostering a culture where collaboration replaces competition and every success contributes to the well-being of the entire community.

Vice President Dr. Dometrius Hill
Dometrius Hill was born in Portsmouth, Virginia. As a “military brat” Dometrius was afforded the
opportunity to live in many places throughout the United States and Cuba. After graduating from
Pittsburg High School in Pittsburg, Texas, he went on to serve his country as an enlisted man in the
United States Navy. While in the Navy, he was accepted to and graduated from the Broadened
Opportunity for Officer Selection and Training (BOOST) Program in San Diego, CA. Dometrius was
fortunate to have attended several higher education institutions (University of Texas at Austin, Prairie
View A&M University and a course at Rice University) during his undergraduate years as a member of
the Naval Recruit Officer Training Corps (NROTC). Dometrius received his Bachelors of Science from
Prairie View A&M University with a major in Journalism and a minor in Math and Naval Science. Upon
his graduation from Prairie View A&M University, he was commissioned as a second lieutenant in the
United States Marine Corps (USMC). While serving as a commissioned officer in the USMC, he earned his Masters of Science degree from Troy State University. Dometrius has always been associated with
teaching of some kind. He has been a certified American Taekwondo Association (ATA) instructor since
the age of sixteen. He has held several posts while in the service that required him to provide instruction
to his fellow sailors and Marines. While developing and overseeing a curriculum-based martial arts
program for one of his students at Texas A&M University-Commerce, he was admitted to the graduate
school to work on a doctorate in education degree. It was shortly after being accepted to the graduate
school that he began his employment for Tyler Junior College in Tyler, Texas. He has served as the Dean
of Students, the Dean Academic Success and professor for Tyler Junior College. He later went on to
serve as the Associate Vice President of Institutional Effectiveness and Research for Jarvis Christian
College and then served as the Associate Vice President of Academic Affairs for Lee College in Baytown,
Texas. While at Lee College he created the only accredited college Martial Arts degree in the country.
He then went on to serve as the Vice-Chancellor of Student Affairs and Enrollment Management at
Southern University at Shreveport Louisiana (SUSLA). He is currently serving as the principal for two
charter schools Premier High School and Texas Works in Longview and Tyler, Texas. He has created a
Career and Technical Education (CTE) pathway for Songahm Taekwondo instruction that has been
adopted by Southeast Island School District (SISD) in Whale Pass, Alaska and has been submitted to
Texas Education Association (TEA) for an accredited pathway in Texas. In addition to his career in higher
education, Dometrius is a multi-martial arts club owner with the American Taekwondo Association
(ATA), a registered Amateur Mixed Martial Arts fight promoter in the state of Texas, and currently holds
the rank seventh degree black and the title of Senior Master instructor in the ATA. Dometrius believes
that all things are possible through Jesus Christ and is blessed to have an amazing and supportive family

Amber N. Key, MBA, BSN, RN
Amber Key is a lifelong resident of Daingerfield, Texas, with a deep commitment to serving the people and communities of East Texas. As a Registered Nurse and healthcare leader, she is passionate about improving patient outcomes while building strong relationships that strengthen the communities she serves.
Amber earned her Master of Business Administration in Healthcare Management from The University of Texas at Tyler, combining clinical expertise with strategic leadership to advance healthcare delivery. She currently serves as the Program Director for the Outpatient Wound Care Centers of Christus Good Shepherd in Longview and Marshall, where she provides operational and clinical leadership for programs dedicated to helping patients heal from complex and chronic wounds.
Throughout her career, Amber has been recognized for her collaborative leadership style, commitment to excellence, and people-first approach. She believes that the strongest communities are built through partnerships, service, and a shared vision for growth and opportunity.
As a proud lifelong resident of Daingerfield, Amber is honored to contribute her healthcare expertise, leadership experience, and passion for community development in service to the Morris County Collaborative Advisory Board.

Don “Daryl” Martin
Treasurer & Benevolence Committee Chair
Don Martin has been a dedicated leader with Morris County Collaborative since its inception, faithfully serving the organization with integrity, compassion, and a deep commitment to the people of Morris County. As Treasurer and Chair of the Benevolence Committee, Don helps ensure the Collaborative remains a responsible steward of its resources while leading efforts to provide support and assistance to individuals and families facing challenges.
Don holds a Bachelor of Arts in Liberal Arts and Christian Counseling, bringing both practical knowledge and a servant's heart to his work. His passion for helping others is reflected in his leadership, where he strives to connect people with hope, encouragement, and meaningful resources.
Beyond his work with the Collaborative, Don is actively engaged in community service as the Assistant Secretary of the Buddy Organization and Vice President of the African Bandits Motorcycle Club, organizations through which he continues to build relationships and give back to the community.
Known for his unwavering dedication, strong faith, and commitment to service, Don believes that lasting change begins when people come together with a shared purpose. His leadership embodies the mission of Morris County Collaborative to strengthen communities, empower individuals, and improve the overall well-being of Morris County.
